It appears that several of our projects in different fleets are largely being held up by Duty Officers of different kinds. If we could organize our Doffs, it would help us complete projects quicker.

Does anyone have any suggestions on how we could generate more of the Doffs that we need?

The only way I know to do this efficiently is to make a ton of EC and buy them, either from your cash or the fleet bank account (I've seen some fleets that will dip into their funds to finish off a few remaining doffs, a trade off between cash on hand vs. faster project completion).

If you're lucky enough to have spare DOFF slots, you can always do the recruitment DOFF missions from the personnel officer as an easy way to collect a few common DOFFs.

For a while I tried the officer exchange, downgrading uncommon DOFFs into multiple common DOFFs, but I found that way too time intensive to be useful, as you have to sort through tons of crap DOFFs you don't want.

Anyone else have any different approach?

Oh, and remember that pre-staging idea? It applies to DOFFs as well, so we could theoretically help to speed that up by having people work on specific DOFF needs earlier. It probably wouldn't work for our fleets, but it does appear to work for one fleet I've seen at least. Actually, we could just use the MotD to announce upcoming DOFF needs, without bothering with the prestaging. Would solve the fleet credit jealousy concern and be less intensive to manage.

One thing those of us in leadership roles can do is to keep an eye on which doffs people aren't parting with easily. I personally will avoid slotting anything with green security doff requirements from here on out -- which makes sense, as security contains a lot of pricey doff specialties.

I think it's also notable that there's an overlap in what our current pair of jammed up projects require. One requires green assault squad officers, the other any green security doff (including assault squaddies). Because people have to choose which project to donate assault squad officers to, we're "splitting the vote," and neither project is getting done. So another strategy I think fleet leaders can use is to consciously avoid that kind of overlap in requirements.

When this situation does arise, I think all fleeties can help by prioritizing their resources wisely. The project that requires assault squad officers drops 500 XP and some provisions that we already have in spades, while the project that requires any green security doff (assault squaddies included) drops 1000 XP, advancing the starbase twice as quickly. So it's best for the fleet if everyone puts assault squad doffs into the 1000XP project.

Another thing to keep in mind is that I thiiiiink the different personnel officers are focused in different disciplines. The Andorian officer at the academy, for instance, is more likely to drop red-shirted doffs like the ones we need, if my theory is correct. So if you're going to do reassignment missions (trade in commons for uncommons), use her to improve your chances at the doff the fleet needs.

It might be worth picking some projects that don't need 60 doffs, what I've seen klingon side is lots of projects requiring 60 doffs. That's a lot of doffs for 1000 exp and they are taking days to fill up. When you could do two 25's faster for less doffs same exp plus stuff for the fleet to use to purchase fleet items. Downside is it costs some ore as well I suppose it depends on if fleet members are willing to depart with some ore.

Brilliant guys, I hadn't even thought of a demand-side solution to the DOFF congestion issue. In fact, after asking my STF buds, it turns out that most of them do this, using the Starbase Project Requirements stowiki page that Nik pointed out in the pre-staging thread!
