Several of these seem to be gender and / or veteran status specific.

That's why I chose the one's I did, there were a couple I liked but they wouldn't have worked on all toons.

The winner features a veteran-reward item. So, that means, this costume can only be worn by Gold members who have played at least 300 days. Any entries that violated the explicit rules should have been disqualified.

I could be wrong but I don't think there were any rules to this effect in place at the time. :(

What item in particular are you referring to?

Is it integral to the final design?

Can it be omitted form the costume?

Unless I'm totally seeing it wrong, it looks like it's using the 300-day veteran reward shoulder pad. If I am seeing it right, the shoulder pad could be replaced easily enough without affecting the overall design, I figure.

Why did this contest even take place, we voted on and picked a House Uniform over a year ago.

I'm guessing part of the motivation was to inject some life into what some perceive as an underactive KDF fleet.

Why not periodically refresh the look?

Maybe because it invalidates the time thought and work put into the previous uniforms.

I don't think having a new contest with a new winner invalidates the winner of a previous contest. You don't cease to be a gold medalist just because there's a new Olympics, after all. People seem to enjoy participating in the competitions, so I don't see any reason not to hold one every year or so. It gives new members a chance to contribute, and means that if your entry doesn't win one year, you'll have another chance next time.
