Steam, offline games, and limited bandwidth

For the summer, I'm having to rely on a mobile hotspot for internet. Not ideal; my regular MMOs are straight out. I thought I could play some of my simulation games that I bought on Steam, games which themselves require no connection to the internet. But I discovered that to access the games, I still have to be logged in to Steam. So the question is, is Steam going to gobble up all the data I purchased (6 gigs a month) if I play offline games through Steam?

Steam has an offline mode which should allow you to play some games without steam eating your bandwidth.

On the top bar click "Steam" and choose the option "Go Offline".
