My understanding is:

If you have an alt in the crafting fleet, then yes, otherwise you can mail your donations to @bfelczer, @Zeryon or @NicholasJohn16.

Just to be clear, to donate the samples and such, I just go to a bank and go to Fleet Bank and deposit it there, right?

Yes, I was thinking the same! Started to look at what was needed for the next cheesy pop event... not much in terms of data samples...daaaaaaammmmmn!
